It orbits on average at about 350 kilometers altitude, so applying a little trigonometry, the largest it will appear during a pass straight overhead will be about 1 arcminute. The Moon is about 30 arcminutes across. You ought to be able to see that it is not perfectly stellar, but you won't see too much more with binoculars. I would have looked at it with my binocs during this pass except I forgot to bring them with me.
